you can see there are different reasons for whistleblowing when the consequences of the event change. You are not always obligated to blow the whistle and you are not always permissible to blow it. If the consequences seem less significant then you would not be held morally responsible for not notifying the external media. If the consequence is of the extreme you will be held responsible and there is no justification to prevent your prosecution.
