to avoid making any kind of decision while the tension was building before the war that could've prevented it, and when the war actually broke out and it was too late to fix the problem, he added to it instead, fueling hatred and injecting resources into what may have been the bloodiest conflict of the century. Altogether, it is without a doubt that these monarchs were a driving force behind the first world war of 1914.
