In Chicago, a good police officer is determined by the work activity he or she does. Even after reports have credited CAPS as being the cause of the decline in crime rates in Chicago, it is still "uncool" to be a part of CAPS for many police officers. If administrators are able to convince the rank and file officers of the benefits of CAPS, perhaps crime rate could fall even more dramatically.
