I think it is very probable to say that had Hitler been raised by a more fortunate and loving family and if the monster would have been loved by Victor then they both would have turned out differently. If it were possible to ask the fictional characters in Frankenstein who were murdered by the monster or the millions of Jews that Hitler killed, I think they would all agree.
