Decision to go to War in Iraq

After 9-11 Bush knew that this event was horrible but he could also use it to increase his popularity by saying how he would "payback" the perpetrators who hurt our country. Bush could then use this war to maybe get more of his other ideas on paper and real like a future war in Iraq. It is fair to say Bush wanted that.

ssia is a non-NATO country, and because of previous history with Yugoslavia, there was some worry about a Cold War type situation.
International Structure:
The United States is probably the strongest country military-wise and economy-wise (except perhaps the UK) in NATO. Thus, Clinton could use his influence strongly, even though NATO is technically a multipolar system. Because of Germany?s non-involvement in any foreign military action since WWII, they were eager to take on refugees.
