For the kids that have already hit the system, classes focusing on the impact of crime on victims and job training may be a good deterrent to prevent some from becoming re-offenders. Drug and alcohol counseling as well as mental health counseling would help many kids that are from troubled homes. Once the kids exit the system, mentoring and recreational programs can help kids from getting back into trouble.
