The wind is howling to show that their outcomes are not as favourable because it's making a very dark howling noise that shows the negativity. Negativity is usually found greatly in diseases. Another image of disease found in the play is when Hotspur is told that Northumberland, Hotspur's father is sick. Northumberland's illness breeds the sickness in the rebels' army.
