Every President has faced and inherited different historical situations which all have varying constraints and opportunities. Therefore, ranking and rating Presidents are not very practical and do not necessarily tell us about their personal qualities with administrative achievements. All we really want to know which President did the best job in office and how they stack up against each other taking the historical situations into a great deal of consideration.

On the international level, President Reagan's Iran-contra scandals and his treaty in December 1987 with General Secretary Gorbachev where they signed the Intermediate-Range Nuclear Forces (INF) Treaty providing for the destruction of a whole category of nuclear weapons were mostly remembered during his presidency.
I believe the era between President Nixon and President Reagan was the most significant era in U.S. history. This era propelled the United States to a global dominance in all aspects.
