From 1781 to 1789 the Articles of Confederation did not provide the United States with an effective government. The remarkably weak central government provoked a hostile environment within the United States and led to the diminishing of the country politically and economically.

Also, the articles provided the groundwork for a better constitution, learning from the product of the weak articles. The Articles of Confederation did indeed provide the United States with an effective government, but not during 1781 to 1789 and not until the articles were replaced with a strong and well-structured legal document.
